First 5 San Francisco Children and Families Commission: How can we become more effective at an organizational level?
Background: A quasi–government/philanthropic entity, First 5 San Francisco Children and Families Commission (First 5 San Francisco) has a broad mission: “to instill an enduring obligation in San Francisco residents and government to ensure the opportunity for optimal health and development for every child living in this county.”
Situation: In 2007, Laurel Kloomok became Executive Director of First 5 San Francisco simultaneous with several changes in the Commission’s membership. These were the first such changes since the organization’s inception. Laurel asked us to support her in the work of orienting the new commissioners, developing and strengthening the staff team and creating a process for evaluating the system-level change that First 5 San Francisco seeks to realize.
Assessment: At this juncture in its organizational development, First 5 San Francisco was at the intersection of stage 4 (specialize & standardize) and stage 5 (systematize & institutionalize).
Outcomes: The evaluative inquiry process enabled First 5 San Francisco to transition from stage 4 to stage 5. Both the staff and the commissioners enhanced their capacity to support the organization in this transition. A framework was created and baseline information for ongoing evaluation was gathered. Laurel also enhanced her capacity to lead the organization through this transition and prepare it for this next stage.
